Automated Phone Answering for Business: Why IVR Is Over and What Replaces It
For 20 years automated phone answering for business meant a recorded menu: “for appointments, press 1”. Today the term also covers smart IVR, which understands a free sentence and routes by it, and the AI voice agent, which runs the conversation to the end and books the appointment itself. For the customer the difference is between pressing and waiting, and talking and finishing. This guide covers what each generation does, what it costs in Israel, and how a business with an existing PBX upgrades without changing its number.

Israelis dislike “press 1”. That is why human answering companies sell the very words “human answering”, and why the Consumer Protection Law obliges large providers to put a person on the line within 6 minutes. But a small business does not have to choose between an annoying menu and an expensive human bureau. There is a third generation, and it is already here.

Why “press 1” loses customers
An IVR menu asks the customer to fit their problem into nine categories the business defined two years ago. On most calls it fails quietly, and this is how it looks from the customer's side.
- Their issue is not on the menu, so they press 0 or wait, and reach voicemail.
- The menu nests: 2, then 3, then 1, and finally “all agents are busy”.
- After hours the menu leads to “we are closed”, and the customer books elsewhere.
- The business changes its hours or adds a service, but the recording stays old because updating it is a project.
- At month end the business knows how many calls there were, but not why people called or who never came back.
A voice agent reverses the direction. The customer says “I wanted to move my Thursday appointment”, and the agent understands, checks and offers a slot. There is no menu because no menu is needed.

Note the order of magnitude: a PBX for 5 extensions costs ₪100–200 a month and gives you a menu. A voice agent costs ₪199–449 and gives you booked appointments and summaries. For a small business the question is what to put after the ring, with or without the PBX.
A business with no PBX at all, working from a single mobile, does not need this table. One forwarding code on the mobile, *61* followed by the agent's number and **20#, sends every call unanswered within 20 seconds to the agent, with no equipment and no monthly PBX fee. How to upgrade an existing PBX without changing your number
There is no need to throw out the PBX. It keeps managing internal extensions, and the voice agent connects to it as a destination. Every cloud PBX in Israel supports routing to an external number by time or by menu choice.

A time condition for after hours
Ask the PBX provider to add a Time Condition: outside business hours every call goes to the agent's number. The fastest upgrade, with the daytime menu untouched.

Add a “book an appointment or leave a message” option that dials the agent's number. The customer who does not want to wait for an agent finishes the matter with the assistant.

Overflow
If there is no answer within 20 seconds or all agents are busy, the call overflows to the assistant instead of voicemail.

Agent first, PBX after
The agent answers every call, resolves most inquiries, and transfers to an internal extension only those who need a person. The menu disappears for the customer.

What IVR is still good for
In an organization with dozens of departments and hundreds of agents, a short menu still helps route by department, pick a language and play a regulatory message.
